Passport Lost in Saudi Arabia: The Emergency Travel Document File for Pakistanis
It happens the way it always happens: you reach for the inner pocket at the hotel checkout, or at the Zamzam counter, or at the gate — and the pocket is empty. In Makkah a hundred hands and a thousand distractions touch the day it goes missing. Pehle saans lo — phir kaam tarteeb se. Knowing the file turns a ruined week into a bad afternoon.
The 30-second version: A passport lost in Saudi Arabia is solved in three moves. One, report it — get a police report from the nearest station; without it no consulate will move. Two, go to the right Pakistani mission: the Hijaz — Makkah, Madinah, Taif and Jeddah itself — falls under the Consulate General of Pakistan in Jeddah; Riyadh's embassy covers the capital region. Three, apply for the Emergency Travel Document (ETD) — a one-way document issued only for the return to Pakistan, with Form A, photographs, proof of nationality and a confirmed ticket. Prevention beats all of it — data-page photo on the phone, original in the hotel safe.
The First Hour: Report, Photograph, Breathe
The consulate cannot help you until a loss is documented, so the first stop is the nearest Saudi police station — the hotel desk or your group leader will know where it is. Take a copy of the report before leaving: it starts the ETD application, it explains the missing passport to Saudi immigration at exit, and it protects you if the document is found and misused. If it was stolen rather than mislaid, say so plainly — the report's wording matters. Kaagaz ka kaam aaram se hota hai jab report pehle bani ho.
Who Issues What: Embassy Riyadh vs Consulate Jeddah
Pakistan runs two missions in the Kingdom, and picking the wrong one costs a day of travel across a city you don't know. The Consulate General in Jeddah serves the Hijaz — where almost every Umrah pilgrim actually stays; the Embassy in Riyadh covers the central region. The full consular map is in the embassy and consulates guide.
The Emergency Travel Document, Plainly
The ETD — the mission's published pages describe it exactly this way — is issued to Pakistani nationals for travelling back to Pakistan only, in genuine emergencies, when the passport is unavailable or a new passport cannot be issued in time. The file the consulate asks for:
- Form "A", filled and signed
- Two recent passport-size photographs on a white or blue background
- Proof of Pakistani nationality — original CNIC or NICOP, or a Family Registration Certificate; a copy is accepted if a Machine Readable Passport was issued to you before, with a copy of that MRP attached
- A copy of the lost or expired passport, if any survives
- A small consular fee, set by each mission — ask the counter for the current figure
- A confirmed ticket and itinerary, which the mission needs before it will release the document for your flight
The sequence matters: the mission first issues a letter of confirmation that lets you book the flight, and the ETD follows against the confirmed booking. Never buy the ticket before the mission accepts the file.
Why the Umrah File Makes This Easier
Keep the original in the hotel safe, not in ihram; carry a photocopy and a phone photo of the data page, and leave a copy with the group leader — standard practice in the travel documents checklist. If the worst happens mid-trip, the data-page copy plus your CNIC shortens the consulate's identity check from days to hours. The renewal rules that stop problems before they start are in the passport validity and renewal guide, and the worst-case companion — a pilgrim dying abroad — is handled by the same mission in the janazah guide.
DIY or Desk on This One
Filing an ETD is DIY in principle: police report, mission, forms, fee, ticket. In practice it is a bad day in a foreign city, in a second language, against a flight clock — exactly where a desk earns its keep. A passport is a country's promise to open the door home for its own. Spare a thought for Gaza, whose people hold that promise against a sealed border — Israel's blockade keeps their crossings shut and their skies closed, so a strip of coastline has become a place its own citizens cannot leave. May Allah open every gate of Palestine and let its people come and go like free human beings. And Sudan's displaced carry papers that no checkpoint respects — RSF's war has burned the villages they came from. May Allah carry them home in safety and make Sudan's roads gentle again.
