NICOP and POC 2026: The Overseas Pakistani ID Card Guide
Every overseas Pakistani family eventually meets the same paperwork fork: NICOP or POC? The two NADRA cards sound like synonyms and do different jobs — one is for Pakistani citizens living abroad, the other for foreigners with Pakistani roots. Picking the wrong one wastes weeks. This guide sets out what each card does, the fees after NADRA's late-2025 revision, and the entry rule that changed in July 2026 — the one that has already turned families away from check-in counters.
What NICOP Actually Does
The National Identity Card for Overseas Pakistanis (NICOP) is NADRA's official proof of identity and nationality for Pakistani citizens residing abroad. It does three practical jobs: visa-free entry into Pakistan for dual nationals, domestic identification at airports, banks and hotels the way a CNIC works, and eligibility for children of Pakistani nationals and dual-nationality holders. A valid NICOP means you never queue for a Pakistani visit visa. Applications run through NADRA's Pak-ID app, online end to end with home delivery.
The Fee Structure After the 2025 Revision
NADRA restructured NICOP fees in late 2025, splitting tiers by zone:
| Tier | Zone A (Canada, Germany, UK, US) | Zone B (Saudi Arabia, UAE) |
|---|---|---|
| Standard — 30 days | USD 39 | USD 20 |
| Urgent — 12 days | USD 57 | USD 30 |
| Executive — 7 days | USD 75 | USD 40 |
Notice two things: Zone B is dramatically cheaper — workers in Saudi Arabia and the UAE renew for roughly half the Western-diaspora price — and the rupee figures on receipts move with the exchange rate, so budget in dollars. In-person service at the UK NADRA offices (London, Manchester, Birmingham, Bradford) runs on its own GBP table — roughly £55.50 normal at 31 working days, rising to £83.50 executive at around 10 working days. Appointments are mandatory; walk-ins are turned away. Biometrics are required from age 10 up.
The July 2026 Rule Change That Matters
Under revised travel guidelines reported in July 2026, an expired or cancelled NICOP no longer gets you into Pakistan — regardless of which foreign passport you hold. Dual nationals must now arrive with either a valid NICOP or a valid Pakistani visa. The practical consequences: check every card's expiry before booking flights, not at the airport; renew the household together, since parents' and spouse's cards must be valid for any family application to process; and remember that adult renewals extend validity by 10 years. Card renewal waqt pe karwa lein — Gulf and UK airlines have been checking NICOP validity at boarding.
What About POC?
The Pakistan Origin Card is the mirror document, for foreign nationals of Pakistani origin — people who annulled Pakistani nationality, those born to parents who once held it, and their family members, often including foreign spouses. POC delivers visa-free entry with the freedom to stay, work and study without a sponsor. What it does not do is make you a citizen — it is a rights card attached to your foreign passport. The same NADRA channels process it, and the same discipline applies: an expired origin card no longer opens the border.
The Umrah Angle for Overseas Pakistanis
A pattern the diaspora keeps rediscovering: fly home to see family, then do Umrah from Pakistan rather than from London or Riyadh — because Pakistani Umrah packages are priced in rupees and routinely undercut what the same family would pay from the Gulf or Europe. NICOP holders doing this should also skim our e-passport and Pak-ID renewal guide — a weak Pakistani passport file complicates the Saudi side. Airport mechanics: our FIA immigration guide; seasonal pricing: the Umrah packages by departure city guide.
DIY or Desk on This One
The NADRA application itself is genuinely DIY — the Pak-ID app was built for it. What a desk earns its keep on is the travel built around the card: the Pakistan visit flights, the Umrah add-on, the Eid-window seats that vanish first. Quick Takeaway
NICOP is for Pakistani citizens abroad — visa-free entry, 10-year adult validity, Zone A fees of USD 39/57/75 and Zone B USD 20/30/40. POC is for foreign nationals of Pakistani origin. Since July 2026, an expired NICOP is refused at entry — dual nationals need a valid card or a valid visa. Apply through the Pak-ID app, renew the family's cards together, and book UK appointments early.
