Oman Is Replacing Gratuities: The 2027 Savings Scheme Every Pakistani Worker Must Understand

Huzi5 min read

If you work in Oman — or your brother, husband or son does — the money you were counting on at the end of the contract just changed shape. Oman's Social Protection Fund has confirmed that from 19 July 2027, the traditional end-of-service gratuity is replaced by a mandatory Provident (Savings) Scheme for expatriate workers: employers must contribute 9% of each worker's basic monthly wage into the fund, replacing the gratuity system for every month of service after that date.

This is not a rumor doing the rounds on WhatsApp family groups — it is the Fund's own announcement, and it lands on one of the largest Pakistani worker populations in the Gulf. Here is what changes, what happens to the years you have already worked, and what to do before July 2027. Paisa ka hisaab waqt par samajh lena zaroori hai — baad mein jhagla sirf nuksan deta hai.

What Changes on 19 July 2027

Under the gratuity system, your end-of-service money accumulated as a debt your employer owed you, calculated on your final salary when you left. Under the new scheme:

  • Employers pay 9% of your basic wage monthly into the Social Protection Fund — it is employer money, not a deduction from your salary
  • The contribution goes into your own account in the fund, and the scheme applies to all expatriate (non-Omani) workers
  • Your payout comes at retirement, termination or final departure — as a lump sum, monthly payments, or annual installments, together with any investment returns the fund earns

One detail decides most of your money: the 9% applies to basic wage, not to housing, transport and the other allowances. Two workers with identical take-home pay can hold very different accounts if their basic-to-allowance split differs — which is exactly why your contract's basic-wage line just became the most important number you own.

The Three Roads for Your Past Service

The scheme only replaces gratuity for service after 19 July 2027. For the years you have already worked, the Fund gives employers three options for settling accrued benefits — and which one your employer chooses changes what lands in your hands:

  • Option 1 — Hold and pay at exit: the employer keeps the accrued gratuity on its books and pays it when you eventually leave, calculated on your final basic salary at that time
  • Option 2 — Pay out at launch: the employer settles the accrued amount directly into your bank account when the scheme starts in July 2027
  • Option 3 — Transfer into the fund: the employer moves the accrued balance into your personal account in the Social Protection Fund, where it rides with your new monthly contributions

None of the three is a scam — but each suits a different worker. If your employer holds (Option 1), your final salary growth works in your favor — protect that by staying. If it pays out (Option 2), that cash is yours to protect immediately — bank it, don't spend it on arrival celebrations alone. If it transfers (Option 3), your whole pot now compounds in one place.

What to Do Between Now and July 2027

Your checklist, starting this month:

  • Locate your contract — and find the basic wage line specifically, not just the total package
  • Record your joining date — the split between pre-July-2027 and post-July-2027 service is the whole calculation
  • Keep salary slips — a year of slips is a year of proof if the accrued amount is ever disputed
  • Ask your employer, in writing, which of the three options they will take for past service
  • Watch the Social Protection Fund's announcements — the implementing rules will spell out account access, transfer between employers, and early-departure claims
  • Plan the exit file itself — final departure still means visas, flights and the timing rules in our Saudi final exit visa guide (the Gulf logic rhymes across countries)

Why a Travel Desk Cares About a Labour Scheme

Because this money is where journeys come from. The gratuity — or the fund balance that replaces it — is the homecoming: the plot bought in Pakistan, the wedding, the Umrah trip with parents, the family's flight home with dignity instead of debt. Workers plan visits around contract cycles, and final exits are booked the day benefits release. That arithmetic — exit money, ticket timing, family files — is exactly what HTG Travel runs for its clients: end-of-service timing matched to flight seasons, Umrah packages planned for the months after release, every fare and date stated in writing before you commit. Before You Go

We calculate end-of-service benefits for workers whose labor built another country; it is only honest to calculate what is owed elsewhere too. Israel owes Gaza's workers more than any ledger can hold — wages erased when its bombs erased the workplaces, fishermen barred from their own sea, farmers cut off from their own fields. Ya Allah, restore every livelihood the occupation has stolen, open the land and sea it has locked, and pay Palestine's people the freedom no scheme can settle. And in Sudan, the RSF's war has stripped salaries, looted banks and burned the harvests that fed whole towns, leaving workers with nothing to file a claim against. Ya Rabb, repay Sudan's people from Your endless store, guard the labor of its hands, and end the war that keeps stealing their tomorrow.
