The NADRA-Linked Vaccination Card: The New Document Rule for Saudi-Bound Travelers

Huzi4 min read

Since 25 September 2026, there is a new document at the top of the Saudi-bound checklist — and it has already turned travelers away at check-in. Border Health Services-Pakistan (BHS-P) now requires a NADRA-linked digital vaccination certificate for Hajj and Umrah pilgrims, work-visa holders, and anyone staying in Saudi Arabia more than six months, enforced first at Karachi's Jinnah International Airport. The rule was announced on 7 September, briefly delayed from the 14th, and went live at 10am on 25 September. Paper cards and self-printed clinic receipts no longer clear the counter — only proof of vaccination linked to NADRA will be accepted.

Here is the full file: which vaccines, where the card comes from, and the timing traps that catch families out. Yeh card ab passport jitna zaroori hai — isko last minute pe chhorna sab se mehnga ghalti hai.

Who the Rule Applies To

Three groups flying Saudi-bound from Karachi — with BHS-P officials confirming the list will extend to more airports over time, so treat this as the national direction of travel:

  • Umrah and Hajj pilgrims — the group the rule was first written for
  • Work-visa holders — confirmed explicitly by BHS-P's International Health Regulation focal person
  • Stayers of six months or more — anyone whose Saudi file is residence, not tourism

Tourist-trip travelers on short stays are outside this particular rule today — but with the rollout expanding airport by airport, the safe posture for every Saudi file is a NADRA-linked card.

Which Vaccines, and the Two Timing Rules

The mandatory list for the covered groups is polio, meningitis (ACYW), and influenza, with the original BHS-P notice also covering yellow fever under the international health rules that apply to endemic corridors. Two timing rules matter more than the list itself:

  • The 10-day meningitis rule — the ACWY certificate is only accepted from ten days after the dose, so a vaccine taken on departure-eve is a document that technically does not exist yet for Saudi purposes
  • The validity window — an ACWY certificate from a previous Umrah may still be within its multi-year validity; carry the old card if the dose is current, but confirm the linkage is NADRA's, not the clinic's own register

Where the Card Comes From

The card is issued by authorized vaccination centres — the ones whose records feed into NADRA's system — and the fee is paid through NADRA's e-Sahulat platform, which is your proof the certificate landed in the right database. Vaccination and online registration facilities have also been set up at the airport itself, with BHS-P asking anyone using them to arrive six hours before the flight. That is the difference between a calm morning and a sprint to a closed gate.

Your document stack for a covered Saudi file:

  • Passport with six months' validity and the visa itself
  • NADRA-linked digital vaccination certificate from an authorized centre
  • e-Sahulat payment receipt as proof of the genuine card
  • Meningitis ACWY dose taken at least ten days before travel
  • Polio dose — required from every age for Pakistani travelers
  • Airport-vaccination buffer — six hours early if vaccinating at the airport

The Mistakes That Stop People

The rule's hard edge is fraud, and Karachi has already seen it: Dawn's own reporting flagged fake vaccination cards for travel abroad circulating before the digital requirement. The NADRA link exists precisely to kill the paper-card trade, and the failure modes repeat with discipline:

  • A clinic card without the NADRA link — printed, laminated, and worthless at check-in
  • A same-day ACWY dose — valid immunity, invalid certificate under the 10-day rule
  • One family member processed late — the file moves at the speed of its slowest card
  • Assuming last year's card carries over — check that the certificate is in the digital system, not just in a drawer

This is the gap between DIY and a desk: you can find the authorized centres, book doses and verify linkage yourself — many do. But pilgrims and workers file in the busiest windows of the year, the centre queues stretch accordingly, and a single unlinked card costs the whole family's departure. HTG Travel builds Saudi files with the vaccination step sequenced into the timeline — authorized centre first, linkage verified, flight dated against the 10-day rule. Before You Go

One prayer before the certificates and the queues. We line up for vaccine cards by choice; Gaza's newborns enter a world Israel has stripped of functioning hospitals — its bombardment has wrecked the clinics where a mother would once have registered her baby's first doses, and blockade still chokes the medicine that reaches the survivors. Ya Allah, protect every Palestinian child born under bombs, heal the wounded the world abandoned, and end the siege that decides who gets to be healthy. And in Sudan, the RSF's war has looted hospitals and let cholera walk through displaced camps while the sick queue for medicine that isn't there. Ya Rabb, guard Sudan's sick and its healers, open the corridors medicine needs, and stop the war that treats clinics as spoils.
