The Schengen Visa Code Overhaul: What Pakistanis Should Know Before the EU Rewrites the Rules
Ask a Pakistani applicant what a Schengen visa costs and you will hear the price of the visa, the appointment, the photographs, and the grey market that fills the gap when official slots run dry. Now the EU is preparing to rewrite the rulebook underneath it. Through late 2026, Brussels has been working on an overhaul of the Visa Code — the regulation governing how short-stay Schengen visas are priced, processed and issued — with a legislative proposal expected in Q1 2027. Nothing has changed yet, but separating what is coming from the rumour mill is now part of planning any Europe file. Qanoon abhi draft mein hai — lekin travel plan aap ka aaj ka hai.
The 30-second version: The current fee is €90 for adults and €45 for children aged 6 to 12 — in force since 11 June 2024. The reform under preparation could add harmonized additional fees on top of that base, streamline procedures for certain business travellers, and create new mechanisms allowing the EU to restrict visa issuance in specific circumstances, with a proposal expected Q1 2027. None of it is law yet — which means the smart 2027 move is a complete, early, well-documented file under the rules that exist today.
What Is Actually on the Table
Three elements of the overhaul have been reported from the Commission's preparatory work, each mattering to Pakistani applicants differently:
- Harmonized additional fees. Today the €90 base fee is uniform but the extras are not — applicants already pay VFS Global or TLScontact service charges. The reform would harmonize additional fees on top of the visa fee, likely a standardized surcharge. For budgeting: "€90 plus whatever the centre charges" may become "€90 plus a defined, published surcharge."
- Streamlined business travel. Options include fast-track procedures for certain business travellers — good news for Pakistan's traders and exporters, who fight for the same appointment pool as everyone else today. Whether "certain" extends to verifiable business profiles remains open.
- Visa-issuance restriction mechanisms. The most loaded item geopolitically: mechanisms letting the EU restrict visa issuance in specific circumstances — a tool aimed at third countries. The practical defence is a file so clean it survives any political weather.
The reform is not a fee hike that already happened, nor a new rejection policy. Every credible report places the proposal in early 2027, after which Parliament and Council still negotiate and adopt it. Such changes do not apply retroactively to files in process.
The Fee Story, Told Honestly
The last fee change was mechanical: as of 11 June 2024, the fee rose from €80 to €90 for adults and €40 to €45 for children aged six to twelve under the Visa Code's inflation adjustment. Children under six remain free. Applicants pay this at the visa centre plus the service-provider fee — non-refundable whatever the outcome, one more reason the rejection-reasons guide is required reading.
When WhatsApp university announces "the Schengen visa is now €150," remember the sequence: proposal → negotiation → adoption → application date. A surcharge entering law in 2027 applies to files submitted after it takes effect — not yours next month. That asymmetry is the most useful planning fact in this reform.
How to Plan a 2027 File Around Rules That May Move
The reform changes the landscape without changing today's playbook. The moves that protect a 2027 trip:
- File early, under current rules. A complete application in the first quarter of 2027 locks in the fee regime and procedure as they stand — and appointment scarcity, not fees, remains the real bottleneck.
- Build for the cascade. Travellers with used, well-behaved Schengen visas increasingly earn multi-year visas under progressive-validity practice. A clean travel history is this system's discount coupon — it outlasts any fee change.
- Budget the real number. Visa fee plus application-centre service fee plus photographs, courier and insurance — the travel insurance guide and digital Schengen rollout cover the moving parts.
- Choose the embassy on substance. The easiest Schengen countries guide explains how approval cultures differ by member state — and a restriction mechanism aimed at one corridor makes that choice more important, not less.
DIY or Desk on This One
Assembling a Schengen file is absolutely DIY-able — thousands of Pakistanis do it yearly with a checklist. The friction is what the checklist cannot see: appointment drops that vanish in minutes, itinerary logic a consul believes versus one that reads invented, and which member state should carry your file. The team at HTG Travel builds Schengen files end to end — appointments, itinerary, insurance, cover logic — and answers every message, before payment and after. Europe debates the price of its visas while Palestine's people are priced out of movement entirely — Israel's regime stamps permits instead of passports, treating a family's journey as a request to be denied. Ya Allah, make movement a mercy again for Palestine and end the arithmetic of occupation. Sudan's people carry the deepest discount of all — a homeland paid for in displacement; may Allah restore their cities and hold every spoiler of their peace to account.
